How do you manage contract labour compliance across states?

Managing contract labour compliance across Indian states requires tracking three layers simultaneously: the central Contract Labour (Regulation and Abolition) Act 1970, the state-specific rules under the Act, and state labour codes where notified. The practical minimum is a digital register of every contractor, every worker, their work order, and the monthly statutory payments (PF, ESI, professional tax) for each contractor. Why multi-state compliance is harder than it looks

The central CLRA 1970 sets the framework: principal employer registers under Section 7, contractor registers under Section 12, register of workers in Form XIII, muster roll in Form XVI, wage register in Form XVII. These are the same across India.

The complexity is in the state rules and notified labour codes. Karnataka has its own rules specifying the format of the wage slip and the minimum notice period for contract termination. Maharashtra requires a combined muster roll and wage register in a specific format for Section 28 inspection. Odisha has specific rules on festival allowance not present in Karnataka. A single principal employer with plants in 4 states must maintain 4 slightly different register sets and 4 sets of return filings.

What a digital compliance system must do

A compliant digital system must capture: worker biometric or face-recognition attendance daily, wages disbursed with deduction breakdowns (PF, ESI, PT, TDS, advance recovery), contractor licence number and validity date, and the principal employer Form V certificate for each contractor.

At month-end, it must generate: Form XIII (contractor worker register), PF ECR challan data per contractor, ESI monthly return data, and the principal employer monthly return under applicable state rules. The inspection risk is highest in Maharashtra, Karnataka and Gujarat: labour inspectors visit quarterly in major industrial zones.

Manual compliance across states fails not because the rules are unclear but because the data volume is too high. A plant with 30 contractors and 2,000 contract workers generates 60,000 attendance records per month, each tied to a wage calculation and a statutory deduction. Any manual process will have gaps.
